You can just go to the Light Grass to find a Mass Outbreak if that is what you mean by "Swarms". Hope this helps...
EDIT: To find Smeargle, look in the LIGHT COLORED GRASS,when the entrance to Route 5 says "Mass Outbreak in Route 5"
