No it does not.

Only certain moves have a chance to flinch. Paralysis is a constant. There has been no information released to support paralysis increasing the flinch chance. The only way to do that is with items like Razor Fang or abilities like Serene Grace. The two are in no way related. I'm afraid you are suffering from bad RNG :(

Ok, because several poketubers use the word paraflinch, and that it is apparently almost impossible to break through togekiss's thunder wave+serene grace air slash. (Chance is 70%) that you don't move, 60% flinch and 10 more because of paralysis. (1/4 of remaining 40)) and a 70% chance can be broken through. I mean, moves like thunder have 70% accuracy and seem to always be missing.
No, you just have a 25% chance of being Paralyzed and a 60% chance of being flinched. The two aren't related, but the two effects stack to make it very difficult for the opponent to move.

Flinching and paralyzing are two different mechanics. Paralyzing lowers the target's speed and has a 50% chance of fully paralyzing them, flinching makes the target lose a turn. Neither effect has any effect on the other.
