Since the Red/Blue games weren't for the Gameboy Color (or systems after that) they weren't in color, so why on the sprite pages of the Gen 1 Pokemon are there colorized sprites?

Because inserting the games into a GameBoy Color or GameBoy Advance (and SP) will colorize them, as with all other GameBoy games. They must have had been designed with color, but the original GB was in black and white so it didn't show.
