If slacking uses giga impact does he need to wait two turns?

I'm not sure, but no. He is immobilized by his ability and at same time by attack.

Yep, this is correct. He "slacks off" in the same turn he would be resting.

This is the same with hyper beam and any other "needs to recharge" move.
