You know how there are different language cards. So if someone with Japanese cards is playing against someone with English cards, how do they play?

Not a huge Pokemon TCG person so take this with a grain of salt, but if it's anything like Magic then they will have judges on hand to provide Oracle text. Plus, when you're at a high level event then the players should already know the text of every card by memory already.

Players must play with cards of their "Local Language".

Reference cards are NOT required at World.

Translators are provided if needed.

Reference cards?
Reference cards are cards generally required if you want to use a foreign language card in your deck. You are required to have appropriate hard copies of the card in the local language, usually(if the tournament allows for foreign cards, that is). This is not the case for any multinational event.
