I can't find deino.

I can't find deino for the life of me. I've spent 3 hours in and around victory road. But all I find is durant, rufflet, and heatmor. Do I need something or is there a certain time?

Only some floors have them

I actually found mine at Opelucid city (Pokemon Black)
