I play the game alot so I beat it early and cant get black city to grow sooooo if you can help please do

Black city is based on a points system. for every day that passes you lose 5 points but if you beat all of the trainers there you get +7 and even entering it every day gives you +3

so can the number of residents in black-city/white-forest increase based on the "points" that you earn?
