Next to your EXP bar in the Fusions menu, you can feed duplicates or certain items to Pokemon to increase their CLv. What does this actually do?

It allows you to raise the power of a single move by a single point

Once you level up a Pokemon’s chain level, you will be given the option to select an attack to increase the damage dealt by 1. For example, if I level up my Mew’s CLv and select to upgrade his Hyper Sonic attack (normally 30 damage), it will now deal 31 damage. This is useful because it can now beat 30 damage moves instead of ending in a tie. The max chain level is 10.

TL;DR it raises the damage done by an attack by 1.

On a side note, is Duel a fun game?
Duel is extremely fun to play. It's one of those Free To Play games that gives you an option to buy in-app, but unlike most of those Duel is pretty F2P friendly. The grind and the rewards are satisfying and the gameplay actually strategic. It can be a little repetitive, and if you RNG game is not on point, frustrating. Stick to playing it for an hour or two at a time and change up your team and playing style to keep things fresh and it'll suck you in for hours.
