I'm aiming to beat the elite four a second time in White and need a good level suggestion for what my pokemon should be.

A fair level, provided you have a team full of advantageous types, is probably mid 60's to 70+. The Elite Four isn't especially difficult, as each member, even the champion have glaring weaknesses that are hard for them to work around. Rock, Fighting, Psychic, Bug, and Dark-types make the whole effort extremely easy.
