Is Axew like gible in that he is rarely found in the place he is and you cant get him till later in the game?

Yes... They both have a 20% rarity and are found later in the game. They also evolve to their final form at the same level 48.

Well, you can surf over to mistralton cave relatively early. It's not ideal, but it's soon enough.

Yup and you can also catch your first legend "cobalion" in mistralton cave too!
