Is charizard in the NU tier?

A friend told me that he is in the NU tier but, is hard to believe because I think it is a very usable pokemon...

Your Friend is right if he means for Diamond and Pearl. In Black and white, he is UU However(Underused)http://www.smogon.com/dp/tiers/nu

He is only UU in the Wi-Fi tier, in the Dream World tier he is still NU.

SF that's still pretty biased...Smogon's just doing what they can to keep things fair. If you don't like the way they do it, then don't listen to them. If you try to group things subjectively, then it's impossible to have a way that seems fair to everyone. Calling someone an idiot over opinion isn't going to do any good.
