In it's pokedex info: "This six-legged Pokémon is easily capable of transporting an adult in flight." So why can't it learn fly?

Scyther also cannot learn Fly despite clearly having wings.

Another strange thing is that doduo and dodrio can clearly learn fly, but they don't have wings.

No reason, really. Just Game Freak making a joke. It does seem king of silly riding on a dragonfly. And the pokedex said transport. That could mean holding onto its legs in the sky.
