To rescue Silva, defeat Venus and snag her Shadow Suicune(She's a Cipher Admin and a boss)First talk to Silva (Side of him) and he will give you the R- disk. Use it and Go through the door.Collect the chests in the room and talk to Venus. He will then be released by Wes.
