There is no absolute answer to this question, so I'll just go with theory here. Perhaps the father of the heroes of Unova or one of the heroes of Unova. You know, the ones from the Dragon legends.
I've personally thought it almost looked like it was a sculpture of all the elite 4 members together but trachy is right, it looks like one of the heroes. If you ask me its probably the two of them.
