Shame Phione is underestimated. I like using it as a set-up tank.

EVs: 252 HP / 128 Def / 124 SDef

Calm Nature (+SDef, -Atk)

• Rest
• Toxic
• Ice Beam / Protect
• Rain Dance

Rest puts in instant HP. Toxic walls, and puts pressure on the opponent if they are unable to break Phione with ease. Ice Beam / Protect is a taunt blocker and STAB or stall. Rain Dance adds rain support. Try dis with Kingdra. Excellent core.

Damp Rock lengthens Rain time for Rest. Hydration is excellent and required. EVs throw in awesome bulk. Nature is pretty obvious.

3) Win against all 'dem losers and get ranked #1 on the ladder.

If you are wondering what the image above is it is a Clione which is the real life sea creature Phione and Manaphy are based on. Acid-armour is for boosting defense. Aqua-ring is for healing, but if you are on a rain team and already have Rest you can use Toxic. Scald is STAB and can burn. Rest is for if you are on a rain team, otherwise go with Ice-beam for coverage.
