how you can get a lanturn with psybeam in gen 3? (sapphire/ruby)

You can not get Psybeam as an egg move or as a move period on Lanturn in Gen 3.

Although in Gen IV and up he has it as an Egg move, available by breeding with an Octilerry who knows the move.
