Question

I was ev training my Samurott's speed, and I came across a lv 15 tympole. For some reason, when I attacked, it used bubblebeam before my attack. My pokemon was at lv 50, and I'm preety sure it had more speed. Any thoughts?

I assume that since you say you were EV training your Pokemon, you had the item Macho Brace, which halves your Speed. You could also have been holding the Lagging Tail or Iron Ball. Or perhaps you were paralyzed from a previous engagment.
