Lack of Leftovers really makes things hard for Lotad, who could otherwise be doing a Ludicolo in LC. What also hurts is the fact that Rain is the only thing with no instant weather in LC. Leech Seed provides healing along with Rain Dish, but it won't be much. Scald can hopefully burn the foe, while also getting STAb and a boost from Rain. Giga Drain provides you with further healing. Toxic is to damage the foe, making up for a lack off damage from your 11 Special Attack and Leech Seed's lack of real damage in LC. Good defensive EVs though.
