In the case of an all physical attacker. Is there any situation for a completely physical attacker to have max Special Attack IVs?

I can think of a reason why to have minumum Special Attack EVs, so that an opponent doesn't gain anything with Power Split.

There is not a point. The lower the better, as you mentioned. It doesn't really matter except for the rare power split. I guess since it can't help you and it can only hurt you, you should just lower it a much as possible, by going for the lowest possible spatk iv's. Hope this helps!
