You can't get Ditto in Ruby, you need to trade from another game (Emerald, FireRed or LeafGreen).
Torchic it will breed with a lot of other pokemon (most fire Pokemon should be okay, or just any of the basic pokemon you find in the first few routes). So if it's a female just find a male pokemon to breed with.
