Bebe will give one in hearthome city when you have the national pokedex. if you have already evolved that eevee you can talk to Mr. backlot in the trophy garden mansion and see if hes seen eevee in his garden. if he says "a little eevee came up to me and kissed me on the cheek" that means that hes seen eevee in his garden.

you can get eevee in the after game at bee-bees house in hearthome city and also in the after game you can get it in the trophy garden, and it's right under hearthome city
