Here are a counters you can go for:

Gyarados

Barring a thunderpunch or a stone edge, Gyarados can come in and block him out pretty well, resisting fighting and immune to ground as well, and if you run an intimidate set, you can cut his attack to a safer level, and even have time to set up a dragon dance. You need not go for all this though, since Gyarados can take him down before he even gets the chance to hit you. (even if it has a super effective move)

Skarmory

Skarmory is able to shrug off just about any physical attack, can take just about any of Hariyama's moves, and can hit back with flying STAB. Be careful using roost though, for fear of a fighting hit.

Mismagius

Any Ghost will work, really. Their ghost typing blocks his STAB, as well as any possible Facade abuse or earthquake you might encounter. Most ghost types have access to a psychic move to help do some damage on him. She will also block fake out on the starting turn. Other ghosts to look at: Gengar, Shedinja, sableye, Dusclops, Spiritomb, Dusknoir, Cofagrigus, and Chandelure.

Weezing

Weezing's typing means he resists his STAB, he is able to shrug off physical hits, hit back with special moves of his own, and use pain split. (which, against a high HP opponent like Hariyama, would work wonderfully)

Salamence

Salamence could run an intimidate set to cut his attack for you, resist fighting, and strike back with just about any move of his, Some other intimidate pokes are Arbok, Arcanine, Tauros, Granbull, Stantler, Hitmontop, Mightyena, Masquerin, Mawile, Staraptor, Luxray, Stoutlan, Krookodile, Qwilfish, and Scrafty. Masquerain in particular carries a 4X fighting resistance, and if you aren't afraid of a possible thunder punch or stone edge, it can soak in that move pretty well.

well, i would say go with a fast and powerful psychic pokemon using a psychic move or maybe a gengar since hariyama gets a lot of normal/fighting/ground moves.

Or just throw something with destiny bond at it.

Or paralyze it before it can get the effect of flame orb, it'll still have a status effect but at least it's one that may help you out. Maybe on a togekiss so you can go for the paralyze and then the flying move with a high chance to cause flinching.

The funny thing is, Burn halves you're attack, so in a way,guts is useless XD
Actually, Guts negates the Attack drop, and you still get the Attack boost from Guts.

I have a few strategies against it.

  1. A fast offensive Pokemon: Hariyama, despite that huge HP stat, has pathetic defenses and can be taken down by strong super-effective moves. But you should beware Bullet-punch because that can hit first. Here are some Pokemon that can destroy Hariyama and are not killed by Bullet punch: Charizard, Crobat, Togekiss, Metagross, Skarmory, Jirachi, Moltres, and Chandelure.

  2. Paraflinch(As said before)

  3. Put the Pokemon to sleep: Simply use a Pokemon with a sleep move then destroy him.

  4. Pokemon that are defensive enough that they do not take a lot of damage from him. Pokemon like Gliscor, Forretress, Dusknoir, and Leafeon are very defensive and are not weak to his common attacks(unless he is running Payback but that is really a big threat to Dusknoir as he is slower). Gliscor, and Leafeon can learn Flying type moves and beat him with those.

  5. Focus-sash with Strong attack

  6. F.E.A.R. strategies also work. The best one for this would be the Aron one
