Here are a counters you can go for:
Barring a thunderpunch or a stone edge, Gyarados can come in and block him out pretty well, resisting fighting and immune to ground as well, and if you run an intimidate set, you can cut his attack to a safer level, and even have time to set up a dragon dance. You need not go for all this though, since Gyarados can take him down before he even gets the chance to hit you. (even if it has a super effective move)
Skarmory is able to shrug off just about any physical attack, can take just about any of Hariyama's moves, and can hit back with flying STAB. Be careful using roost though, for fear of a fighting hit.
Any Ghost will work, really. Their ghost typing blocks his STAB, as well as any possible Facade abuse or earthquake you might encounter. Most ghost types have access to a psychic move to help do some damage on him. She will also block fake out on the starting turn. Other ghosts to look at: Gengar, Shedinja, sableye, Dusclops, Spiritomb, Dusknoir, Cofagrigus, and Chandelure.
Weezing's typing means he resists his STAB, he is able to shrug off physical hits, hit back with special moves of his own, and use pain split. (which, against a high HP opponent like Hariyama, would work wonderfully)
Salamence could run an intimidate set to cut his attack for you, resist fighting, and strike back with just about any move of his, Some other intimidate pokes are Arbok, Arcanine, Tauros, Granbull, Stantler, Hitmontop, Mightyena, Masquerin, Mawile, Staraptor, Luxray, Stoutlan, Krookodile, Qwilfish, and Scrafty. Masquerain in particular carries a 4X fighting resistance, and if you aren't afraid of a possible thunder punch or stone edge, it can soak in that move pretty well.
