When I meet him he just says dots. Why?

It's supposed to represent silence, he's not saying anything to you, just to add dramatic effect to the most powerful trainer you face in the game.

Because he Never talked at all, take like Fire Red and Leaf Green.
He never talks but doesn't mean that it will confuse you, the only game that he talks is Super Smash Bros. Brawl/if he is in Battle.

I know this is super old, but I always thought Red just randomly says "dot dot dot dot etc." And not a silence :P And then out of nowhere he's like, "Yo, trainer! Les battle!" XD
