Where can I find a Sea Incense in HG/SS?

I want to get an Azurill but I need to breed Marill while it's holding a Sea Incense but I don't have one :(

You can get one from Cerulean Cave on the first floor.

You get the Sea incense in Cerulean Cave in Kanto, where you catch Mewtwo.
