Can you migrate Ruby, Sapphire, Emerald, Firered, and Leafgreen pokemon in to Black and White or do you have do migrate them to Heartgold and Soulsilver to bring them to Black and WHite?

You cannot migrate them dirtectly to black and white. If you migrate them to a gen four game (HG, SS, Diamond, Pearl, Platinum) you then can (after beating the elite four in B/W) go to the lab on route 15 and transfer pokemon from the gen four game (including those which you migrated from GBA games) to your b/w, but you'll need 2 DSes.
