I am training a hydreigon & I am wondering is surf a better move than earthquake? Surf takes advantage of the high special attack i have trained so hard to obtain, but hydreigon has a great attack with max evs & earthquake has 100 base power which is a tad bit more than surf. I want some advice from great trainers because I cant make up my mind.

My hydeigon has
Item- life orb
Ability- levitate
Evs- 4 hp/ 252 attack/252 sp attack
Nature- rash(+ sp attack,- sp defence)
Role- mixed sweeper
Moves-
- dark pulse
- outrage
- flamethrower
- e-quake/surf

Hydreigon (M) @ Choice Scarf
Trait: Levitate
EVs: 4 HP / 252 SAtk / 252 Spd
Modest Nature (+SAtk, -Atk)
- Draco Meteor
- Dark Pulse
- Surf
- Flamethrower

Without 252 speed and a choice scarf this thing isn't out speeding anything! And it can't take hits to good, so you don't want the life orb damage stacking up, your variant will die pretty quickly. To be completely honest I see no point whatsoever in going for a mixed set unless you are using u turn to scout and I dont really like that either. Sweeper Evs and the moves haves power and good coverage on hydreigons weaknesses and more. I'm really sorry, but I think you going to have to train another hydreigon for it to be effective. By the way you can use timid on the poke as well for a little extra speed but I prefer modest unless I know that I'm going up against another dragon type

The only thing I probably won't do is Draco meteor because that takes loads of sp attack away. Thanks!
