Unfortunately, no. According to Bulbapidia, the Skull fossil is exclusive to Diamond and the armor fossil is exclusive to and Pearl in gen 4, even after beating the elite four. In order to get a craindos/rampidos, you’d have to trade for one or trade for a pokemon that is holding a skull fossil.
