With Rain support

Tons of hp for a Hefty Leftovers boost, Rest takes you right back up to full with no Waiting in the Rain for a Hydration user,

Muddy Water gives you a chance at the ever so annoying Accuracy Decreaser, which can sometimes force a switch, while it still has good power, and Shadow ball gives good coverage, while Acid Armor builds your Defense stat to be as good as your Special defense, and then much much better.

if your running rest, you should run sleep talk as well. that way, you arent a sitting duck.
@eseer1337 but with rain support and hydration, the user automatically wakes up from Rest while healing itself.
I was going to make a rain tank moveset for vaporeon but this is exactly what I was going to recommend except different EVs lol

Gen 8 NU

Vaporeon @ Leftovers
Ability: Water Absorb
EVs: 252 HP / 216 Def / 40 SpD
Calm Nature
IVs: 0 Atk
- Scald
- Wish
- Protect
- Heal Bell / Toxic / Ice Beam / Roar

This set is similar to the one on Smogon, but with a another option that's not mentioned and the EV spread is different. The difference is that this has more than 4 special defense EVs. 40 Special Defense EVs with a Calm Nature makes sure that you don't get 2HKOed by a +4 Dark Pulse from Blastoise, as shown in this calc:

+4 252+ SpA Blastoise Dark Pulse vs. 252 HP / 40+ SpD Vaporeon: 196-231 (42.2 - 49.7%) -- guaranteed 3HKO after Leftovers recovery

Set Analysis

Scald is pretty good STAB that most Pokémon in the tier don't really enjoy switching into. It's 30% chance to burn can help with its checks that use physical moves like non Rest Guzzlord, Decidueye, and Dhelmise. Wish provides good healing for you and your teammates if they need recovery since Vaporeon has a high HP, meaning that you can give your teammates big recovery from Wish. Protect is useful for scouting moves from opposing Pokémon and can guarantee that you get recovery from Wish, and also allows you to get a free turn of Leftovers recovery. Heal Bell is really useful that cures you and your teammates of status conditions, meaning that they don't have to be crippled with status like poisoning, burns, and paralysis. Toxic can be used for Pokemon who are immune to water moves like Heliolisk and Mantine. Ice Beam is an option to prevent grass and dragon types to come in on Vaporeon for free. Roar is another option that can stop sweepers from setting up on you, and is very useful against Sub Shell Smash Blastoise and can even threaten it with Toxic Spikes support.

Teammates

You can refer to the link that was mentioned earlier, but there is one teammate I would like to mention:

Xatu is a good fighting resist thanks to its typing that can help with your matchup against Toxicroak, a Pokemon who can literally switch into Vaporeon for free. Xatu's Magic Bounce ability is useful for catching incoming hazards and status conditions, which is useful so Vaporeon doesn't have to worry taking chip damage from Stealth Rock. Xatu also has Teleport, which can be used to bring in Vaporeon saftley.

The original bulky water. Use Toxic on the foe, then use Wish to stay alive and hit hard with STAB Surf and your Ice Beam type coverage to bring the foe down quicker. You have plenty of bulk, and nice Special Attack. Water Absorb allows you to heal back up by switching in on Water attacks, and Leftovers heals you.

The idea is to Toxic something, Roar takes out another Pokemon so you can use toxic again or aqua ring to stall 1 at the time, surf for some fresh STAB, Wish for healing when needed.

Why Surf and Blizzard if you trained in Attack? why not train in special attack? unless the entire point  was to get the hidden power.
He has it trained in SAtk, and all the moves are special

Scald is for the status (burn). Yawn is to either put the foe asleep or force them to switch out. Roar is for annoying Pokemon that try to sweep my team. Heal bell for obvious reasons.

This is my first suggestion, so here goes nothing...

Vaporeon (M) @ Leftovers
Ability: Water Absorb
EVs: 128 Def / 252 SpD / 128 Spe
Bold Nature
- Surf
- Ice Beam
- Acid Armor
- Hyper Beam

  • Surf (High power, good accuracy, STAB)
  • Ice Beam (Good power, covers weakness against Grass, also deals with Dragon, Flying and Ground types)
  • Acid Armor (Increases defense by +2 stages, covers Vaporeon's naturally low defense)
  • Hyper Beam (To destroy the most threatening such as electric types... until it comes to Magnezone...)

Now most people say +SpDef but I'm going with Defense as Vaporeon seems in need of some good Defense. We can always add to Special Defense in the EVs. If you plan to use Vaporeon in Double or Triple Battles, I prefer to use Muddy Water instead of Surf as it avoids friendly fire and has a +30% chance of lowering opponent's accuracy.

  • Fake Tears: Decreases foe's Sp. Def two stages powering up Surf and Ice Beam.**

Another one of my favorite eeveelutions and water type Pokemon, Vaporeon has great HP and Special attacks anyway this moveset is gonna make Vaporeon bulky so sit back and watch.

Vaporeon @ Quick Claw / Wacan Berry
Ability: Water Absorb
EVs: 252 HP / 252 SpA / 4 SpD
Modest / Calm Nature
- Surf / Muddy Water / Scald
- Ice Beam
- Acid Armor
- Baton Pass

Modest / Calm Nature: Modest or Calm (if you really wanna make him/her more bulky against sp.atks then calm is for you but modest is great for sp.atking moves and for a trick room team Relaxed or Quiet will do the trick.)

Surf hits almost all opponents in double battles and has good power and accuracy and is STAB, Muddy Water is okay and it has the same power as surf and is STAB and has the chance of lowering the targets accuracy which makes up for the opponents moves missing but has a little lack of accuracy for the move its self so its devastating for it to miss and then, we have Scald which has STAB has slightly less power but still good and I think it has a 20% of burning the target, Ice beam I for coverage against grass types and has a 10% chance of leaving the target frozen, Acid Armour is to raise defense by 2 stages so use this two times and vaporeon is bulky against physical attacks and baton pass is to pass Acid Armour to Pokemon who have a lack of Defense. The Quick claw is used so Vaporeon has a little of a chance attacking first and wacan berry lowers the damage against electric type moves but can only be used once and here's a little tip of how to use its Water Absorb, so if your Pokemon are attacked by water type moves then quickly switch to vaporeon and its HP will be restored and will gain immunity to that type.

  • Shadow Ball/HP Ground* (good coverage moves, HP Ground mainly for electric types)
  • Aqua Ring (increased healing of HP w/ the Leftovers)
  • Ice Beam/Hidden Power Ice* (coverage against unwanted Grass types)

*If you are going to put Hidden Power on your Vaporeon, you can't have both HP Ground and HP Ice. You must choose between one of them.

  • Aqua Ring - Combined with Leftovers, you could get a good bit of HP.
  • Ice Beam - Coverage for Grass

Scald is for STAB, Aqua Ring + Lefties gives you a good bit of HP back per turn, Ice Beam is grass coverage and
with Protect you get more healing with Leftovers + Aqua Ring, with Mud-Slap you get Electric coverage + lower accuracy on your opponent.

No. Just no. Lazer focus is extremely gimmiky. Run toxic. Hydro pump jsn't great on a mon usually used on a defensive mon, run scald instead. Don't even think about using blizzard over ice beam. Aqua ring heals, but vaporeon has much better recovery is wish. Maybe even get rid of ice beam for protect.

Wish passing taken to a whole new level. Flip Turn isn't as good as Teleport, but with the amount of Pokemon that get it, and the niche part of being able to break sashes (unlike Teleport) is decent as well. Scald for standard STAB plus burn chance. Wish for health restoration. Protect to safely get a wish onto Vaporeon, although you could use Toxic for chipping bulky waters (like Milotic) if you are really bold. Flip Turn is the gimmick that allows Vaporeon to wish pass safely, due to the low speed Vaporeon has.

This set should only be used in AG, because baton pass is banned from Ubers (I think). Substitute first, then Evoboost, Baton Pass in the face of a taunter, or use Double Team and then Baton Pass. The ability Anticipation is to see if the enemy packs Fighting type moves.

It actually sucks in USUM AG/NDAG lol. Smeargle is a far better Passer, and PT Smeargle is kind of better sometimes in USUM.

First, Set up with a Rain dance for later on.
Second, Start using Acid armor consistently until your stats are maxed or your low.
Third, If at any time you get low and your rain dance is still up use rest so you can heal up, your Hydration ability will cure the sleep.
Fourth, Make sure your rain dance is always being used once all turns are done
Fifth, after your done setting up use scald against your opponent, Scald has a 30% chance of burning the target

This set up is one of the most stalling set I could think of!

Gen 9 NU Substitute + Calm Mind

At first, I thought Vaporeon wouldn't be as good due to it losing Utility moves like Scald, Toxic, and Heal Bell. However, someone passed me this set, and after using it, I realized Vaporeon can be a dangerous wincon due to its good bulk and special attack. This is Substitute + Calm Mind set.

Substitute allows Vaporeon to dodge status conditions that could hinder it, such as Paralysis and Sleep. Calm Mind boosts your Special Attack, allowing Vaporeon to tank special hits better while boosting its offensive presence. Stored Power is useful coverage and gets more powerful the more you use Calm Mind. Surf is used for a powerful Water STAB.

12 HP makes Vaporeon's HP number 404, allowing you to create 101 HP Substitutes so it won't immediately get broken by Chansey's Seismic Toss. 100 Speed EVs allow Vaporeon to outspeed Max Speed Adamant/Modest Dudunsparce so can avoid a potential Glare. 252 Special Attack EVs allow Vaporeon to hit as hard as possible. The rest of the EVs are used in Defense to help Vaporeon take some physical attacks. The Tera Type is Dark so you can wall Bruxish due to Dark being immune to Psychic-type moves and Vaporeon's Water Absorb that prevents Bruxish from using its Water STAB. Leftovers is used as the item to give Vaporeon passive HP recovery.

Gen 9 NU Physically Defensive

Vaporeon lost access to Scald, Toxic, and Heal Bell, so this is the Physically Defensive set it uses in Gen 9 NU. Surf is used for the Water STAB since Vaporeon doesn't have Scald in Gen 9. :( Ice Beam provides coverage against Dragon- and Ice-types such as Goodra, Oricorio-Pom-Pom, Oricorio-Sensu, and Drifblim. Wish is used to give you and your teammates recovery. Protect works well with Wish so you can get your HP recovery. Protect is also useful for scouting opposing Pokemon. Haze can be used over Ice Beam so you can deter HO teams and setup sweepers from setting up. Calm Mind can be used to boost your Special Attack and Special Defense to allow Vaporeon to become a potent wincon. Tera Steel allows Vaporeon to resist Goodra's Draco Meteor.
