Considering how common Kyogre is, I would even consider using thunder, since it would get 100% accuracy.

DT makes a great point; if Kyogre were to appear, Thunder would get 100% accuracy.
However, if Kyogre isn't there, it'd be a small issue (but still massive damage if it hits).

Probably. Electro Ball, to me is only effective STAB. Since Mewtwo may not be as fast as ex. Galvantula it wo't be as effective as that. And Thunderbolt, on the other hand, can paralyze. In my opinion, Thunderbolt is more effective, I agree.
