I prefer Outrage to Dragon Claw, you can OHKO most pokemon instantly.
Salamence has pretty good Special Attack so you could easily use Flamethower or Fire Blast.
Fly is predicable and useless.

So I would go with:
- Outrage
- Earthquake
- Flamethrower
- Crunch (to get super-effective against Psychics) or my old fave, Dragon Dance!

Vagina Dragon (F) @ Eviolite

• Double-Edge / Brick Break

Me being the one who came up with this nickname, I love my Shelgon.

Dragon Dance gets it's attack and speed boosted up, you're normally going to need to get 2, and evoilite gives you the bulk to be able to set 2 up.

Dragon Claw is STAB, powerful STAB at that.

The next slot is your first coverage option, while Brick Break lets you need be walled out by steel, in the tier that Shelgon is going to see use in, you won't have too many steel types.

Double Edge is 120 power, ( Equal to that of a STAB Dragon Claw ) and is just extra neutral coverage, a lot like Dragon Claw is.

Outrage is a back up STAB ( You don't have to even use STAB on this set ) if you want more power and to try to wipe through everything you can, at the cost of confusion.

Shadow Claw takes care of ghosts and psychics, and it gets generally good coverage with fighting type moves ( Yayz ) so yeah.

Zen Headbutt is for fighting and poison types primarily, and to flinch in a rough spot.

My reccomended set, with no variables, would be this.

Dragon Dance
Double Edge
Brick Break
Shadow Claw

Outrage and Dragon Claw are both good STABs, it depends on if you have Steel types covered already and think you can get rid of them.
Fire Blast hits Pokemon x4 weak to it like Scizor, and other Steel types as well.
Earthquake also hits Steel types, and has pretty good coverage.
Dragon Dance is nice setup move, and may result in a sweep.

252 in ATTK, 252 in SPEED, and 4 into SP. ATTK.

Moveset:
-Dragon Dance
- Dragon Claw (obligatory STAB move)
- Earthquake (nice coverage)
- Fire Blast (takes care of Flying/Levitating/Baloonists menaces; sans Heatran)

The gist is simple; use only a turn to power up, then proceed to tear your opponents up as your boosts rack up. ;D

Flamethrower is definitely not much better than fire fang, in fact fire fang and flamethrower are equally strong (that said there's no nature or IVs or EVs that power up/lower one of the stats)
