What exactly are they? Are they realistic, like Serperior is in OU, so it is really Overused? Or is it a ranking of how good the Pokemon is? I just don't get it.

Tiers are placements or bans that are set in place so that some Pokemon can see use. There are 5 tiers in all:

  • Uber: Legendaries go here and any Pokemon can be used here.
  • OverUsed: Pretty good Pokemon go here, and only Pokemon of this tier and below can be used here.
  • UnderUsed: Kinda good Pokemon go here, and only Pokemon of this tier and below can be used here.
  • RarelyUsed: Not really good Pokemon go here, and only Pokemon of this tier and below can be used here.
  • NeverUsed: Really bad Pokemon go here, and only Pokemon of this tier can be used here.

So, people made tiers so that all Pokemon could be used. If there weren't tiers, everybody would be using Arceus and Latias, and not really having variety.

i personally hate legendaries on my teams
Because a pokemon is UU, RU or NU, Doesn't mean it *will* fail in OU or Uber.

Yes lucario, like you said, Since Serperior is in ou, it means it is slightly overused, as well as it is quite good with its dream world ability. Its a bit of a mix of both, but because it is a ranking of how good, you will use better pokemon more than less good pokemon.
