The celebi even actually passed a while ago your only hope now is trade. You can also breed with zoroak to get a zoura. The steps are the same expect you must come with the shiny legendary dogs. (also a passed event)

well she could have got one of the shiny besat and tranfered it to black. then she could get zoroarck and breed it
