Can you find Pokemon in Black that are normally exclusive to White?

The reason i ask this is because while farming Audino i went into a shaking patch of grass and out popped a Throh. I am playing black. I know its not a glitch it happened about five times now.

It is possible to find a Throh in Black and a Sawk in White but only in shaking grass, so your game isn't glitched.
The exclusive Pokemon are:
Black: Gothita, Gothorita, Gothitelle, Vullaby, Mandibuzz, Reshiram
White: Solosis, Duosion, Reuniclus, Rufflet, Braiviary, Zekrom

you forgot petlil, lilligant, cotonee, and whimsicott even though you can make a trade for them in Nacrene city
