Can you catch pokemon you release in crystal

A long time ago i released my quilava into the wild and when i checked the area for him on the pokedex it said he was in the area where i released him and even when i went to go catch him again i found him. if you let pokemon go long enough will they breed and will you be able to catch them regularly
