It appears in 4 tiles in the entire lake every day. They change every day, so try each tile with the Super Rod 3+ times.

When looking for a Feebas, be persistent. You are probably not going to find him on the first try. You can fish in the middle of the lake by fishing wile surfing. In advance, Feebas evolves by prism scale trade now. Not beuty.
