Does Serene Grace affect both Pokemon on the field?

So, for example, let's say I had out a Gardevoir with Thunder Wave versus a Serene Grace Togekiss. Somehow, without being Haxed, I set up T-Wave on the foe Togekiss. Would the chance of the foe Togekiss be raised?
