When should I evolve my Pansear and Pour?

Well, what moves do you want them to know?
Whatever moves you want it to learn, evolve it at that level.
Simple.
When they learn crunch and their level 22 moves. (So after level 43)

You can get Shadow Claw by TM anyway so it isn't worth waiting around so long for crunch.
as early as possible u can get the right stones from i think its the sister of the person who gave u it in castila city otherwise you can do what The Killer Lucario said but then u have to wait for ages and u could be doing high gyms with a not very high stated pokemon and by then u might swap it for a better pokemon

Maybe somewhere in the 20s. I suggest 29 or 25. That is if you didn't use rare candy's.

My opinion evolve them at level 40 so they can already be strong. And if you change your mind when their evolving just hit B no big deal.

i would wait until at leasy fifty ( big number eh?) but thats because pokemon who havent evolve learn moves much faster. with all my pokemon i wait till they learn the move i want them to ( like one of my zorua's with that one move that it cant learn till lvl 57 i dont remember the name) and when battling with unevolved pokemon with high levels, ur opponent will underestimate their power, giving u the element of surprise. but thats my opinion

Underestimate their power? This is low-grade AI we're talking about. They would use Tackle on a Garchomp. To put it bluntly, they're dumb. Higher grade AI (E-4 and Champion) are better, but they still suck.
