Like Will said, Octillery is mediocre so all I can add to what has already been suggested, is gimmick sets which actually work very well.

Octillery @ Assault Vest
Ability: Suction Cups
EVs: 252 HP / 252 Def / 4 SpA
Bold Nature
- Charge Beam
- Surf
- Ice Beam / Psychic
- Flamethrower / Psychic

Charge Beam- Boosts your Special Attack.
Surf- STAB.
Ice Beam/Psychic- Coverage.
Flamethrower/Psychic- Coverage.

This next one is all about the critical hits.

Octillery @ Scope Lens
Ability: Sniper
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature
- Focus Energy
- Surf
- Ice Beam
- Flamethrower

Focus Energy- With the new crit mechanics, after using this move, Octillery will always land those crits and land them hard because of Sniper.
Surf- STAB.
Ice Beam- Coverage.
Flamethrower- Coverage.

Unlike other movesets posted here, this is a physical Octillery.

Octillery @ Life Orb / Scope Lens
Ability: Sniper
EVS: 252 HP / 252 Atk / 4 Def
Adamant / Brave Nature
- Waterfall
- Rock Blast
- Bullet Seed
- Payback / Gunk Shot

Waterfall is basic STAB, dishing out damage to Fire-types. Rock Blast covers Flying types and Ice types, while also providing the nifty bonus of breaking Focus Sash. Bullet Seed covers the Water-types that resist Waterfall, while yet again - breaking Focus Sash. Payback is a decent option, covering Ghost types, while dealing great damage due to Octillery's low Speed. Gunk Shot is the preferred option however, hitting Fairy-types and Grass-types.
If running Payback, go for a Brave Nature with 0 IVs in Speed. Choose Life Orb to have great power, or you could go with Scope Lens to make Sniper activate easier - the choice is yours.

- Protect
- Substitute
- Scald
- Flamethrower / Ice Beam / Energy Ball

This set's purpose is to abuse moody and then sweep if you get lucky.

Modest Nature
- Scald
- Ice Beam
- Charge Beam
- Acid Spray

- Scald - 30% Chance to burn, STAB
- Ice Beam - Coverage, (BoltBeam)
- Charge Beam - Coverage, (BoltBeam)
- Acid Spray - Lowers Sp. Def by 2 stages making all other moves incredible.

This guy is so versatile! But lately I've been trying to think of the best transfer move Pokemon and I think Octillery is on that list.
I believe VC transfer Pokemon have to have their hidden ability so...

Octillery @ Leftovers
Ability: Moody
EVs: 252 HP / 128 Def / 128 SpD
Adamant Nature / Brave Nature
- Curse
- Waterfall
- Payback
- Thunder Wave / Gunk Shot

Moves:
Curse (transfer move from Gen2)
Waterfall - stab
Payback - coverage and pairs great with Curse
Thunder Wave/Gunk Shot - I think t-wave would be better with moody but if you need more coverage, Gunk Shot could work too.

So pretty straightforward. Set up curse for guaranteed stat boosts, cross your fingers that Moody does something good for you. The stat spread, t-wave, and Lefties are for sustainability to give you time for set up. Then waterfall as your primary move and payback when convenient.

I just love Octillery - it has a great movepool, and also can use both physical and special moves because of its balanced SpA and Attack.

It's time to post about the Octopus that used to be a fish, Octillery!

Octillery @ Life Orb
Ability: Suction Cups
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature / Quiet Nature (if on a Trick Room team)
- Scald
- Fire Blast
- Energy Ball
- Ice Beam

Scald is for STAB and for burning the opponent's Pokemon, Fire Blast is for coverage on Grass, Ice, Steel, and Bug, Energy Ball for coverage on other Water-types, and Ice Beam for coverage on Grass, Ground, and Dragon. Octillery does have access to Mud Shot which could be used for Electric-types but I wouldn't recommend it because Mud Shot is a very weak move.

Also, here's a set for a sniper variant

Octillery @ Scope Lens
Ability: Sniper
EVs: 252 HP / 252 SpA / 4 SpD
Modest Nature / Quiet Nature (Trick Room)
- Hydro Pump / Water Spout
- Fire Blast / Blizzard / Energy Ball
- Substitute / Energy Ball
- Focus Energy

This set is all about maximum damage. Hydro Pump is STAB, or you could go with Water Spout for even more damage + in Trick Room this guy is always going first. Blizzard is coverage on Grass, Ground, and Dragon,Fire Blast for coverage on Grass, Steel, Ice, and Bug, or Energy Ball for Coverage on Rock, Ground, and Water (Keep in mind that if you choose Blizzard or Fire Blast you will be completely walled by bulky Water-types.)Substitute is for setting up, and Focus Energy for the boosted critical-hit chance which is good because the Sniper ability boost critical-hit damage.
