My Breloom is made to stall and set-up on enemy Pokemon and recover HP at the same time.

Breloom @ Toxic Orb
Ability: Poison Heal
EVs: 252 Atk / 6 SpD / 252 Spe
Adamant Nature
- Spore
- Drain Punch
- Protect
- Leech Seed

  • Spore (Lull enemies to sleep to begin the set-up)
  • Drain Punch (Gain extra HP and do damage)
  • Protect (To make sure Breloom stays alive for longer against threats that can out-speed it)
  • Leech Seed (Combined with Drain Punch, the Poison Heal ability, and Spore; Breloom well refuse to die)

Breloom@toxic orb or life orb or power herb

Evs: 252attack/152def./the rest in attack

Nature: jolly( +speed -sp. attack )

Ability: poison heal or technician

Spore: it is EXTREMELY busted because it has 100 accuracy and puts the opponent to sleep, that means you can get at least one free hit off, and that hopefully will OHKO the sleeping Pokemon.

Focus punch: The turn the opponent sleeps is the turn you charge up, and the next turn you deliver an OHKO. This is almost certain if it's a neutral hit, as focus punch has a 150 base power ( 225 if stab is included ). It also has perfect accuracy, so this move is basically a death sentence to any neutral or super-effective hit.

Sky uppercut/Mach punch: Mach punch is boosted by both STAB and technician, and it also has priority. Sky uppercut does more damage and also has STAB, but ,no priority. An alternative is drain punch, as it restores breloom's HP.

Seed bomb: good damage and STAB.

All attacks use breloom's awesome attack stat.

Ability: Effect Spore
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Spore
- Focus Punch
- Mach Punch
- Hidden Power [Ghost] / Hidden Power [Rock] / Sludge Bomb / Iron Tail

Basic SporePunch. Hidden Power Ghost and Rock and Sludge Bomb are physical, and they are your coverage of choice with Iron Tail. Put the foe to sleep with Spore and use Focus Punch.

Toxic Orb and Poison Heal are great combos, and Focus Punch is great for Spore, but Wake-Up-Slap can be used if you know it'll KO your opponent after a boost and after Spore!

- Mach Punch
- Bullet Seed
- Thunder Punch / Stone Edge
- Spore / Swords Dance

  • Mach Punch - This is an obvious one. STAB, Priority +1, Technician boost that makes it go from 40 base power to 80, this is probably Breloom's go-to move.
  • Bullet Seed - Also an obvious one. STAB, 2-5 times hit, and a Technician boost that raises one hit to 50. Two hits = 100+ base damage, five hits = 250+ base damage. It's amazing.
  • Thunder Punch / Stone Edge - Counters for Breloom's greatest weakness: Flying. Thunder Punch allows for coverage, 75 base damage and a chance to paralyze OR flinch. Stone Edge has a higher chance to critical hit, 100 base damage, but a lower reliability.
  • Spore / Swords Dance - Spore is the most broken status inducing move, with 100% accuracy and it's nearly guaranteed to make the opponent sleep. Sword's Dance is more of a risky path to turn, but it's worth it once you manage to pull off one or two of these.

why are you using Toxic? It's not actually that bad but you still need to say why. It's a rather niche use for Breloom and generally should be avoided, but if you're going to include it give actual explanation. Also Never used Dynamic Punch unless you have the No Guard ability. it's accuracy is dreadful.
Toxic gives a Shuckle the Potential to faint a Mega Camerupt. I did it once. Also That's why it says / Power-Up Punch if people doesn't like it.

I like a lot of the sets on here, but I was thinking of something like this:

Breloom @ Choice Scarf
Ability: Technician
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Mach Punch
- Power-Up Punch
- Bullet Seed
- Stone Edge

Wearing a Choice item with full speed investment many opponents won't expect being outsped. With Power-up Punch and the speed, this Breloom can snowball if left unanswered. Playing around Talonflame, Crobat, and ghost types is important, hence the Stone Edge.

Mach Punch may seem weird, but with full speed investment the biggest concern could be priority moves (Talonflame, Weavile, Mamoswine, etc.) and in priority battles speed wins again. Choice Scarf Breelom with max speed hits 393 speed, outspeeding everything without a scarf or speed boosts. Against super effective priority users, having Mach Punch could net valuable kills on these targets.

I either use substitue on the first turn or switch whenever I get the chance in order to make sure my Breloom gets poison ASAP. The fun begins after I have used Bulk Up a couple of times.

Breloom is a great user of Leech Seed as it gets access to Spore, which makes the opponent fall asleep. Also, Toxic Orb and Poison Heal gives it some HP each turn. Substitute to take a few hits, and Focus Punch since it can charge when the opponent is asleep.

I think we all see where this is going. Facade deals double damage when you're poison, burned, or paralyzed. Poison Heal makes you heal in place of losing health while poisoned. The Toxic Orb poisons you. So now, you have one move doing double damage, effective immunity to non-volatile status conditions, and 1/8 of your HP healed every turn. Fun stuff. Anyway, as for the other moves, Seed Bomb is just a powerful STAB move. Drain Punch is also a powerful STAB move, but heals you on top of that (never too much healing). Facade has already been discussed, and Rock Slide covers three types that Breloom is weak to (Ice, Flying, Fire), as well as covering the Bug type, which resists both of Breloom's STAB moves.

Adamant Nature
- Mach Punch
- Power-Up Punch
- Bullet Seed
- Spore

Mach Punch for priority and 60 base power due to technician and STAB.
Power-Up Punch for attack boost and 60 Base Power again and STAB
Bullet Seed for grass stab and 37.5 power due to technician ability with multiple uses
Spore for status condition and 100% accuracy

Every move is calculated and is suited to perform well in both play through and competitive.
Another set can be with poison heal and toxic orb + Facade.

Breloom @ Expert Belt
Ability: Technician
EVs: 252 Atk / 56 Def / 200 Spe
Adamant Nature
- Swords Dance
- Drain Punch / Superpower
- Leech Seed
- Mach Punch

Expert Belt for even more physical power (plus I’m bad at choosing held items).
Swords dance to raise attack even higher than it already is. Either Drain Punch or Superpower I personally don’t care. Leech Seed for draining health slowly. And Mach Punch because of its priority, and it’s power is boosted because of Technician.

Use Toxic Orb to poison him so Poison Heal starts auto-healing him. Drain Punch or Focus Punch for STAB. Seed Bomb for Grass STAB, or Stone Edge to kill Flying Types. Substitute so you can sweep unchecked. Then Facade to take advantage of the poisoning, or Swords Dance to raise Atk. You could use Stone Edge here if you used Seed Bomb in the second slot. If this guy is in Gen 9 I am SO using him.

Analysis
Choice Scarf makes Breloom faster with his lackluster Speed.
Technician boosts Mach Punch and makes it an 80 BP priority move. It boosts Bullet Seed as well.
Seed Bomb is STAB and is incredibly strong. Bullet Seed is strong as well but is inconsistent.
Mach Punch is boosted by Technician, becoming an 80 BP priority move.
Spore puts the opponent to sleep and lets Breloom get off a few hits before going down (if he does).
Swords Dance boosts Breloom's already monstrous Attack. Stone Edge gets rid of two of Breloom's weaknesses.

Why Spore and Swords Dance with Choice Scarf?
Spore isn't that bad as it destroys common switch-ins (besides Choice users are more hit-and-run type Pokemon), but Swords Dance is really pointless on a Scarf set and you're only hurting yourself by putting it (or any boosting move, for that matter) on a Scarfer.

Explanation: Spore prevents the opponent from setting up and puts them to sleep, while Focus Punch and Seed Bomb are strong STAB that works great with the Spore set up. Stone Edge is a powerful move that covers Breloom’s weaknesses to fire, ice and flying, but you can choose swords dance instead to raise your attack.


The reason I used the Poison Heal + Poison Orb combo instead of giving it Leftovers and Technician is because Poison Heal heals more HP and you can still get very powerful STABS without Technician.

Solar beam is TERRIBLE on breloom and jolly I believe lowers Spa, just because a move is strong doesn't mean its always good.
Ok changing it to seed bomb. Sorry, I have a really bad habit of confusing special moves and physical moves ( sometimes )..  ( also my edited answer isn’t approved so I’ll just edit my comment since I can’t add a new one: I fixed the explanation )
