Mine is EV trained in Sp. Attack. It knows:

Extrasensory: Goodpower, high accuracy, chance to cause flinching, used to deal with Fighting types.

Hyper Voice: STAB, good power, high accuracy.

Toxic: Inflicts toxic poison.

Shadow Ball: Good power, high accuracy, decent chance to lower Sp. Def.

I don't think exploud has the defenses for toxic, maybe use .....EARTHQUAKE!! But I know yours are limited, so maybe crunch, or if you are willing to have the power drop, overheat (unexpected)

Scarf is for more Speed, which this Pokemon needs. Soundproof is for avoiding stuff like Perish Song. Brick Break is for killing things, along with breaking screens. Crunch is for the Ghost types. Hyper Voice is STAB, while Extrasensory kills Fighting types, which usually have low Sp. Defense.

Pretty decent phazer in the lower tiers. Scrappy allows Circle Throw to hits ghosts, and Frustration / Return hits too. Ev's make nice 101 subs, which allows you to hit revenge killers or phaze them. EQ is for coverage.
