Question

I'm in Opelucid City and some guy is asking for a pokemon from another dimension that knows Charge.

So i give him my Klink and he say "oh no that isn't from the other dimension" so where is the other dimension?

The "other dimension" is the opposite game to what you are playing. If you are playing White, you need a pokemon knowing Charge traded from Pokemon Black, and if you are playing Black, you need one from White.

Basicly you need a pokemon exclusive from the other version
