I can't find Deino in Pokemon White

To add to the answer above;

Deino is found in Victory Road, near the water's edge at around level 40. I believe it can be found in the first 'room' of Victory Road, as I have encountered quite a few Deino there. :)
They have a 20% appear chance so keep trying! It might take a few minutes to find one.

They are found in victory road around lv30 - lv 50 I'm not sure that's the exact lv you find them
