In-game the Focus-sash does. The Focus-band does not. The Focus-sash is a one use item, it guarantees that you will not be KOed in one move, but only if you are at full health. Focus-band on the other hand, has a 10% chance of activating anytime you would be KOed, but that is not a very good chance, but if you are extremely fortunate you could get it to activate twice, but I would not count on it. Overall the Focus-sash is better. But to be clear: Focus-sash = one use, after that disappears, Focus-band = multiple use, does not disappear.
