i am wondering if you can use rock smash outside of battle like in preavious games

no there are no bolders to smash
here see in the link for the description it says it can smash boulders in each game appart from black and white
that is why it became tm94 in gen 5 it had been demoted from a hm though there are certain tms that can be used outside battle like flash and dig
in battle it has base 40 power and a 50% chance to lower foes def

In white/black no .There aren't rocks.Rock smash is tm 94.You use rock smash in other games of pokemon
