You raise beauty by feeding Feebas high-level dry poffins or pokeblocks.

For Poffins this means using these berries: Chesto, Oran, Wiki, Pamtre, Charti, Micle.

For pokeblocks you need blue or indigo ones.

or you could use a pretty wing

Pretty Wing is in B/W only, and does not increase Beauty anyway. In B/W onward you trade holding the Prism Scale.
