I just got Registeel and its moves suck, sooo.......if possible, where are they found?

I'm not sure if you can get the TM but Registeel learns it at level 73 so......

Well its probably in a mission or found anywhere in dungeons. It may also be sold from kelcleon. There was this dungeon, I kinda forget its name but you get like 10 tms whenever you go their.

Does it have restrictions on stuff to even go there? If so, I know where you are talking about. Zero Isle. Am I right? 'Cause if I am I may as well give up on finding TM 91.
