My friend said that in Gen I, II,and III, female Pokemon are faster than male Pokemon. So I'm wondering, is it true?

No not unless they have a speed raising nature otherwise the base speed stat is the same as the male.

In Gen 1 and 2, there are no such things as natures, so it all depends on the IVs. In Gen 3, Unregognizable, you are correct. It also does depend on the IVs, I have 2 Zigzagoon that I experimented with. One was Jolly with mediocre speed IVs, and was still slower than my Bashful Zigzagoon with perfect speed IVs.
