Dialga can in level 40 in Diamond,Pearl and Platinum and in level 46 in HG/SS .

Darkrai and Arceus could by an event that has finishes .

Basicly just Dialga, but There are a few exceptions such as Arceus, Apparently Darkrai and Mew.
