I want to put Rolling Kick on my Hitmontop. Wanted to know what the power would be.

Technician is factored first to ensure it is used. If STAB was first, a move lets say 60 Base Power, would be at 90 because of STAB. That would make the ability useless for moves over 40 base power. But in short, technician first, then stab.
